LSCB Subgroups

To assist the Kingston LSCB in discharging its duties in safeguarding and promoting the welfare of children, a number of functions have been delegated to various subgroups. Click on the link below to view a structure chart showing all the subgroups.

Kingston Safeguarding Children Board Revised Structure August 2011

Each subgroup is lead by a senior officer and draws expertise from across a wide range of partner agencies.

On these pages you can read each group's Terms of Reference, workplan and schedule of meetings. You will also be able to read the quarterly progress reports submitted to the full board.

Quality Assurance Subgroup

The purpose of this group is:

  • To oversee and ensure there are effective quality assurance processes in place across LSCB partners.
  • To ensure systems are in place and used to inform the LSCB of the quality of services and support to keep children safe.
  • To identify any issues that compromise the ability of one or more agencies to provide services that keep children safe, challenge where appropriate and ensure that the LSCB is fully appraised of any issues raised.
  • To take a lead on Serious Case Reviews to champion best practice and clarity on the procedures and protocols.
  • To ensure service users and partners are involved in giving their views on the quality of service they receive.

Policy and Procedure Subgroup

The purpose of this group is:

  • To review new legislation and guidance, advise the LSCB of its relevance and consequence for partner agencies, and ensure it is integrated into relevant LSCB procedural documents.
  • To keep LSCB procedures and protocols under review and amend as required.
  • To ensure that new local policies and protocols reflect current legislation and guidance and take account of pan London Policy and guidance.
  • To anticipate the implications of new policies, procedures and guidance to support agencies’ readiness to respond to new requirements.

Inter Agency Audit Group

This groups reports into the Quality Assurance Subgroup. Its purpose is to ensure that there is a systematic means of quality assuring the prevention and safeguarding work that is being undertaken at a strategic and operational level. It does this by overseeing the implementation of audits and providing a forum in which practice issues can be discussed in a reflective way to promote learning, identify areas for improvements, and inform future development.

Training and Workforce Development

This group exists to ensure that the safeguarding training needs of the Kingston Local Safeguarding Children’s Board are identified and met within the context of local and national policy and practice development.

Communications and Awareness

The purpose of this group is to promote effective communication on national and local safeguarding issues with a) staff and professionals in the children’s workforce and b) the local community.

Child Death Overview Panel

Kingston shares a joint Child Death Overview Panel (CDOP) with its neighbouring authorities, Richmond and Hounslow. The overall aims of the CDOP are to:

  • Evaluate specific cases of child deaths and identify issues of concern or lessons to be learnt.
  • Improve agency responses to child deaths.
  • Provide information to relevant professionals to convey to the child’s family and monitor support and assessment services provided to the family.
  • Identify significant risk factors and trends in individual and local pattern of child deaths in order to advocate for changes in legislation, policies procedures across all agencies, increase public awareness on key issues and advise LSCB on resources and training required to improve responses to child deaths and reduce numbers of preventable deaths.
  • To provide relevant information in order to contribute to London and national learning.
